Minutes from Meeting with EDA on CDBG Process
February 2, 2012

• Scope of Project – Scholarships for Private Youth Sports
o Funded by Eastvale/Riverside County Block Grant
o Subject to HUD requirements to show proof of low income
• 4 Step Process
o Foundation reviews applications and requests an amount from the City
o City writes a check to the Foundation
o Foundation writes a check to the League
o Foundation submits monthly paperwork to the City for reimbursement from
the County
• Recommendations from EDA
o Create a sliding scale based on HUD requirements
Extremely Low 100%
Very Low 75%
Low 50%
o We can still donate to a child that doesn’t meet the “low income” as long at
51% of the total funds dispersed meet HUD requirements
o Doesn’t not feel that we need to hire someone
o We should set a budget up front on the amount we want to contribute to
each sports program
Jackie would like to meet with us again in July at the City.
We can begin receiving applications in May for review and approval. The funds will be
distributed in July.
All money must be spent in the fiscal year July 1, 2012 through June 30, 2012.
