SUB-RECIPIENT AGREEMENT
FOR THE USE OF
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
THIS AGREEMENT is made and entered into this .ft. day of Aucwr>t, 20I2, by and between the
City of Eastvale ("City"), a municipal corporation, and Ea{lvale Community Foundation
Organization"), a private non-profit organization. In consideration of the mutual promises set forth
herein, the parties agree as follows:
I. PURPOSE. Eastvale Community Foundation, through its Scholarship Program provides
scholarships to low and moderately low income children, youth and families.
2. RECORDS: The Organization agrees to keep such records, as necessary, to verify low and
moderate income status of clients, and shall provide such data to the City of Eastvale and County
of Riverside Economic Development Agency (EDA).
3. INDEMNIFICATION: The Organization shall defend, indemnify, protect, and hold the
City of Eastvale and the County of Riverside, their elected and appointed officers, officials, and
employees, harmless from all claims, damages, losses, or liability of any kind or nature arising
out of the acts or omissions of the Organization with respect to its work pursuant to this
Agreement.
4. DISTRIBUTION OF FUNDS: The City has elected to have the County administer the
Community Development Block Grant program; as such the Organization will request funds
directly from the Riverside County EDA.
a. The Organization may request reimbursement from the County EDA by submitting three
3) copies of the request; appropriate invoices, and paid receipts with either cancelled
checks (front and back), or proof of a petty cash disbursement, to the County EDA.
b. Costs incurred by the Organization before the County's authorization date or anticipated
authorization, on or after July I, 20I2 which is determined by the County of Riverside to
be unrelated to the approved CDBG project are ineligible and are not reimbursable by the
County.
5. ASSIGNMENT OF AGREEMENT: This Agreement may not be assigned in whole, or in part,
without the written consent of the parties.
6. TERM OF AGREEMENT: This agreement shall terminate on June 30, 20I3.
7. ENTIRE AGREEMENT: This Agreement contains the entire agreement of the parties with
respect to the subject matter of this Agreement, and supersedes all prior negotiations,
understandings, or agreements. This Agreement may only be modified by written agreement
signed by all parties.
8. The Organization shall abide by all of the terms and conditions of this Agreement and the
Cooperation Agreement executed between the County of Riverside and the City of Eastvale,
which governs the use of CDBG funds. The Organization shall keep itself informed of all
applicable state, federal, and local laws and regulations, and the conditions of the CDBG grant to
the County and the City. The Organization shall at all times observe and comply with all such
laws, regulations, and conditions.
