The Commission has initiated this review 14 pursuant to Government Code Section 56425(g). 15 2. A municipal service review that included the 16 subject agency was prepared and reviewed by this Commission 17 Pursuant to Government Code Section 56430 and determinations 18 were made thereon on September 27, 2012. 19 3. Find that the establishment of a sphere of 20 influence for the City of Eastvale is exempt from the 21 CaU.'fornia Environmental Quality Act pursu~nt to CEQA 22 Guidelines Section 15061(b) (3), as it can be seen with 23 certainty that the sphere esta~lishment will not have a 24 'significant effect on the en:vironment. 25 3. The sphere of influence of the City of Eastvale 26 is hereby established to be coterminous with the exception of 27 expanding the sphere to the westerly right-of:-way of Hamner 28 Avenue as depicted in Exhibit "A". The present and planned land uses in the area, 4 including agricultural and open-space lands: 5 The City of Eastvale comprises a wide variety 6 of residential uses ranging (rom very rural residential area to 7 a mixed use of suburban community due to the last development 8 cycle, with the development of single family residential tracts 9 and neighborhood and freeway-oriented commercial uses. · 10 Existing commercial and industrial uses are 11 primarily located along Interstate 15 on I.imonite Avenue, 12 Schleisman Avenue and north of the 60 Freeway. Most of the 13 higher density residential uses are . located between Hamner 14 Avenue and Interstate 15. Major connector . roads into the 15 community include Limonite Avenue and Hamner lwenue. Most of 16 the residential development has taken place within the central 17 and southern portion of the City. Dry farming is still 18 practiced in the west portion of the incorporation boundaries. 19 Today, only a handful of dairies remain in . the City of 20 Eastvale. The area has been largely converted into homes, 21 parks, and shopping centers. State law .allows newly 22 incorporated cities 30 months to adopt their general plans. 23 Among the first actions required of a new cit.y council is to 24 adopt all County ordinances, including those establishing 25 zoning. The City's General Plan was adopted on June 13, 2012. 26 It is estimated that approximately 80-90% of the City's 27 residential areas have already been built. 28 b. AOINC! 1 facilities and services in the area: 2 As an urbanizing city with a population nearing 3 56, 0001 the City requires the full range of public services. 4 As the City of Eastvale continues to grow service demands will 5 also increase. 6 c. The present capacity of public facilities and 7 adequacy of public services that . the agency provides or is 8 authorized to provide: 9 The City has decreased police service levels 10 since incorporation. The limited revenues for the City of 11 Eastvale pose a challenge for the City to further increase 12 se1~ice levels during the early years of incorporation. 13 d. The existence of any social or economic 14 corrununi ties of interest in the area if the Corrunission 15 determines that they are relevant to the agency: 16 No social or economic communities of interest 17 have been identified within the Eastvale city J.,imits. 18 5.
