Deadline for comments on both documents is January 6, 2012. The following is a brief overview of the Draft General Plan; staff will be providing a more detailed presentation on the contents of the Plan at the Advisory Committee's Nov . 16 meeting. This will be an informational meeting only; comments will be solicited later, as discussed later in this report. Updating the General Plan As directed by the City Council, Eastvale's Planning staff has focused on producing a new General Plan that is a blend of existing (County of Riverside) goals and policies and new, Eastvale-specific goals and policies. A list of the specific issues that staff was directed to address in the General Plan is included in Chapter 2 , "Eastvale Issues." Review of County-Prepared Policies Staff's work included a complete review of all of the goals and policies in the current, County- prepared General Plan . Where appropriate, goals and policies were retained, although many were not.1 In general, policies that met one of more of the following criteria were not retained: • The policy is specific to issues that do not exist in Eastvale (e.g. mountain communities, deserts, wind farms, etc.) • The policy is specific to the County's operations (for instance, creation of regional plans) • The policy is specific to areas outside of Eastvale 1 Policies and implementation items which were not retained have been compiled into a separate document. CITY OF EASTVALE PLANNING DEPARTMENT MEMORANDUM • The policy is duplicated by other policies (the County General Plan is often redundant, with several policies that say essentially the same thing) • The policy is poorly worded and would be difficult or impossible to apply Policy vs . Implementation Staffs review of policies also found that many policies in the County-prepared General Plan fall into the category of implementation items (the former being a statement of policy, the latter a listing of future work to be done). Therefore, many County-prepared policies have become implementation items in the Eastvale General Plan. In general, the Eastvale General Plan includes fewer implementation items; only those items which staff felt needed to be specifically listed are included. Most of the General Pian's policies will be implemented through the regular, day-to-day operation of the planning, public works, building, and other City departments. The final chapter of the General Plan, Implementation, will be added after the January 6,2012, close of public review. It will consist of a compilation of all of the final implementation items, and will assign general priorities and responsibilities for implementation. Reorganization Staff created a new organization for the Eastvale General Plan that groups goals and policies into chapters2. The most commonly used chapters (Land Use, Circulation, and Design) are placed near the front of the Plan for easier access. The table below compares the organization of the Working Draft Eastvale General Plan with the County of Riverside General Plan. New chapters which were added to the Eastvale General Plan to address local issues are highlighted. 2 Note: The Eastvale General Plan's sections are called "Chapters." The County General Plan uses the more technical term, "Elements" in the title of most of its sections. The public, other agencies, and interested persons will have several opportunities to comment on both the Draft General Plan and its environmental analysis, both in writing and at public hearings. Staffs goal is to begin hearings at the Planning Commission in March or April of next year. AGENDA APPROVAL 2.1 Approval of October 19, 2011 Agenda. Recommendation: Approve the agenda. Agenda items may be considered in a different order but any new items should be added to a future agenda under "Planning Commission Matters". Motion: Moved by Valentine, seconded by Nissen to approve the agenda as presented. Motion carried 5-0. 3. PUBLIC COMMENT I Minutes -PC -Joint Meeting -10/19/2011 Dickie Simmons, a resident announced an upcoming Town Hall meetings and asked that a Planning Commission member attend. 4. PRESENTATION 4.1 Eastvale General Plan. Recommendation: Receive staffs presentation on the General Plan update and provide comments. Planning Director Norris, Mark Teague with PMC presented a PowerPoint presentation regarding the process for updating the City of Eastvale's General Plan. The Planning Commission and General Plan Advisory Committee provided staff with feedback regarding the General Plan Process. Mr. Ledesma, a land owner, spoke on the subject of zoning vacant property in the City. 5. ADJOURNMENT OF THE GENERAL PLAN ADVISORY COMMITTEE The General Plan Advisory Committee adjourned at 7: 17 p.m. The Planning Commission recessed at 7:17 p.m. and the Chair called the meeting back to order at 7:22 p.m. ~ CONSENT CALENDAR 6.1 Approval ofthe Minutes of September 21, 2011 Regular Meeting. Recommendation: Approve the Minutes as presented or revised. Motion: Moved by Valentine, seconded by Tessari to approve as presented. Motion carried 5-0. 7. GENERAL BUSINESS ITEMS 7.1 Signs in Public Right-of-Way. Recommendation: Make a recommendation to City Council regarding the regulation of signs in the public right-of-way. Planning Director Norris and City Attorney Cavanaugh provided the staff report. 2 Minutes -PC -Joint Meeting -10/19/2011 Kathy Walker, Dickie Simmons, Bill Van Leewen and Thomas Donatorvi spoke on the item. Motion : Moved by Nissen, seconded by Link to recommend that the City Council adopt an ordinance to allow signs in the public right-of-way with time, place and manner considered, providing for cost recovery and creating a process for permitting the signs. Motion carried 4-1 with Commissioner Valentine voting no. 7.2 December Schedule. Recommendation: Discussion about the scheduled Planning Commission meetings in December. After discussion it was decided that the Commission would hold its regularly scheduled meeting on December 21st. 8. PLANNING DIRECTOR'S REPORT 8.1 Conditions of Approval for Public Parks and Financing. Recommendation: Receive staff's report on new conditions of approval related to public parks and their financing. Chairperson Patel asked that the last sentence of the conditions, regarding the use of a CFD as funding, be removed. 8.2 Zoning Code Update. Recommendation: Receive staff's update on the Zoning Code update process. Planning Director Norris stated that he would have a draft ready for review in the following week. 8.3 Planning Commission Bylaws. Recommendation: Receive and file the Planning Commission Bylaws as modified per Planning Commission comments of April 20, 2011. 8.4 Planning Department Update.
