CALL TO ORDER A regular meeting of the Eastvale City Council was called to order on January 9, 2019, at 6:33 p.m. by Mayor Rigby. 2. ROLL CALL/INVOCATION/PLEDGE OF ALLEGIANCE Present: Mayor Rigby, District 1 Mayor Pro Tem Plott, District 5 Council Member Tessari, District? Council Member Lorimore, District 3 Council Member Yow, District 4 Absent: None. Also present were: City Manager Bryan Jones City Attorney Erica Vega City Clerk Steven Aguilar Captain Daniel Hedge Economic Development Manager Kimberly Wright Battalion Chief Richard Tovar Senior Management Analyst Crystal Adams Public Information Officer Olivia Applegate INVOCATION Pastor Dennis Morales of Calvary Chapel Eastvale offered the invocation. PLEDGE OF ALLEGIANCE Council Member Jocelyn Yow led the assembly in the Pledge of Allegiance to our Flag. Mayor Rigby recognized National Law Enforcement Appreciation Day and thanked the Eastvale Police Department for their service. 3. ADDITIONS/REVISIONS There were no additions/revisions to the agenda. 4. PRESENTATIONS/ANNOUNCEMENTS 4.1 Eastvale Public Library Update by Branch Manager Felicia Chien Eastvale Public Library Branch Manager Felicia Chien provided an update on library events. 4.2 Limonite Avenue/I-15 Interchange Update by Dennis Green Dennis Green, Communications Director with Falcon Enterprises, provided an update on the Limonite Avenue/I-15 Interchange. 5. STUDENT LIAISON REPORT Bryan Medina, Student Liaison, provided an update on Eastvale schools. 6. PUBLIC COMMENTS Mayor Rigby opened the Public Comments portion of the meeting. Keith White, Eastvale resident, inquired on a bus stop in front of Swan Lake. Mayor Pro Tem Plott stated he would bring the idea up at an upcoming RTA Board meeting. Mazen Subeh, Eastvale resident. inquired on a bus stop near Hellman and Chandler. Mayor Pro Tem Plott stated he would also bring up the proposed bus stops at the RTA Board meeting. Larry Latinwo, Eastvale resident, addressed concerns regarding street sweeping and signage. Eddie Torres, Field Representative with Assembly member Sabrina Cervantes, provided an update on upcoming events and leoislation. Mayor Rigby closed the Public Comments portion of the meeting. 7. CONSENT CALENDAR 7.1 Waive Reading of Standard Ordinances and Resolutions On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously° to waive the reading of'the text of all standard ordinances and resolutions included in the agenda except as specifically required by the Government Code. 7.2 City Council Meeting Minutes On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to approve the minutes of the special and regular meetings held on Wednesday. December 12. 2018. 7.3 Eastvale Connection On motion of Council Member Lorimore and second by Council Member Tessari, the Council voted unanimously to receive and file the Eastvale Connection. 7.4 Adopt Ordinance No. 2019-01 — Approving Change of Zone No. 18-20026 (Part of Project No. PLN18-20026) to Amend the Official Zoning Map for Approximately 15.4 Acres from Heavy Agricultural (A-2) to Industrial Park (I- P), and to Change Approximately 10.8 Aces from Heavy Agricultural (A-2) to General Commercial (C1/C-P) for the a Real Property Located at the Northeast Corner of Limonite Avenue and Archibald Avenue, Assessor's Parcel Number 164-010-019 (Second Reading) On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to adopt an ordinance entitled: Ordinance No. 2019-01 - Approving Change of Zone No. 18-20026 (Part of Project No. PLN18-20026) to Amend the Official Zoning Map for Approximately 15.4 Acres from Heavy Agricultural (A-2) to Industrial Park (I -P), and to Change Approximately 10.8 Aces from Heavy Agricultural (A-2) to General Commercial (C 1 /C -P) for the a Real Property Located at the Northeast Corner of Limonite Avenue and Archibald Avenue, Assessor's Parcel Number 164-010-019. 7.5 Approval of Project for Fiscal Year 19/20 — Community Development Block Grant Funding On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to Approve Home Enhancement Project as Fiscal Year 2019/2020 Community Development Block Grant (CDBG) project. 7.6 Approval of License Agreement for Storage of Personal Property On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to approve the proposed Storage License Agreement and authorize the City Manager to execute. 7.7 Approval of Transportation Uniform Mitigation Fee (TUMF) Program Reimbursement Agreements for the Hamner Avenue Widening Project On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to: 1. Authorize the City Manager to execute a TUMF Reimbursement Agreement with WRCOG for the Planning and Engineering Phases of the Hamner Avenue Widening (Bellegrave Avenue to Limonite Avenue) Project in an amount not to exceed $689,000; and 2. Authorize the City Manager to execute a "TUMF Reimbursement Agreement with WRCOG for the Right of Way and Construction Phases of the Hamner Avenue Widening (Bellegrave Avenue to Limonite Avenue) Project in an amount not to exceed $2,228,000. Minutes Eastvale City Council Meeting January 9, 2019 Page - 3 7.8 Western Riverside Council of Governments Updated Joint Powers Agreement On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to authorize the Mayor to sign the Amendment to the Joint Powers Agreement of the Western Riverside Council of Governments. 8. PUBLIC HEARINGS No items. 9. CITY COUNCIL BUSINESS 9.1 Small Cell Design Preapproval City Attorney Vega presented the staff report and introduced Sharyon Myl of Verizon Wireless. Ms. Myl presented the design proposals on behalf of Verizon and answered related questions. City Attorney Vega introduced Rosa Zuniga-Green of AT&T. Ms. Zuniga-Green presented the design proposals on behalf of AT&T and answered related questions. Mayor Rigby opened the public comments portion of the item. Christopher Folgar, Eastvale resident, discussed concerns he had regarding the proposed small cell sites and voiced his opposition to the overall project. Mayor Rigby closed the public comments portion of the item. On motion of Council Member Yow and second by Council Member Lorimore, the Council voted unanimously to preapprove all proposed designs by Verizon Wireless and AT&T. 9.2 Sidewalk Vendor Ordinance City Attorney Vega presented the staff report and answered related questions. Mayor Rigby opened the public comments portion of the item. Hearing no response, Mayor Rigby closed the public comments portion of the item. On motion of Council Member Yow and second by Council Member Tessari, the Council voted unanimously to introduce Ordinance No. 19-02 entitled, "An Ordinance of the City Council of the City of Eastvale, California, Amending Chapter 6.76 (Roadside Vending) of the Eastvale Municipal Code to be Consistent with SB 946 related to Local Regulation of Street Vendors." 9.3 Public Art Mural for City Hall Senior Management Analyst Adams presented the staff report and answered related questions. Mayor Rigby opened the public comments portion of the item. Steve and Rosemary Tuthill thanked the City Council for its consideration of the public art mural and stated they looked forward to partnering with City staff and the community on the mural. Gail Paulsen, Eastvale resident. stated the Council could possibly look into Lewis Performing Arts grants for future art projects. Mayor Rigby closed the public comments portion of the item. On motion of Council Member Lorimore and second by Council Member Tessari, the Council voted unanimously to authorize the City Manager to enter into an agreement with Rosemary Tuthill to commission Eastvale's "Past, Present, Future" timescape mural for display at Eastvale's City Hall for an amount not to exceed $24,999.00. 9.4 Approval of Vehicle Purchase with MSRC Grant and AB2766 Subvention Funds City Manager Jones presented the staff report and answered related questions. Mayor Rigby opened the public comments portion of the item. Hearing no response, Mayor Rigby closed the public comments portion of the item. On motion of Council Member Tessari and second by Council Member Yow, the Council voted unanimously to approve the purchase of two (2) Nissan Leaf SL Hatchback for Community Enhancement & Safety and City Staff with MSRC Grant and AB2766 Subvention Funds. 9.5 Restaurant Feedback Questionnaire Results Economic Development Manager Wright presented the PowerPoint and answered related questions. The Council commended City staff on the survey and discussed the desires of the community regarding restaurant selection. Mayor Rigby opened the public comments portion of the item. There was a consensus amongst the City Council to have City staff develop an economic development incentive for restaurants to come to the City and be presented to the Council for approval. 10. CITY MANAGER REPORT/CITY STAFF REPORT City Manager Jones provided an update on City events. Minutes Eastvale City Council Meeting January 9, 2019 Page - 5 Public Information Officer Applegate provided an update on the upcoming League of California Cities Riverside County Division meeting. 11. CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS Mayor Rigby stated he as well as City staff attended the Silverlakes Strategic Summit and asked staff to have Silverlakes present a similar presentation at an upcoming City Council meeting. 11.1 League of California Cities - Public Safety Committee (Tessari) - Community Services Committee (Rigby) Council Member Lorimore stated he looked forward to the upcoming League of California Cities Riverside County Division meeting hosted by the City of Eastvale. 11.2 Southern California Association of Governments Council Member Lorimore there was not a regional meeting, however, he attended an audit committee meeting and would be attending the next Legislative/Communications & Membership Committee meeting on Tuesday, January 15. 11.3 Western Riverside Council of Governments Mayor Pro Tem Plott stated he attended the WRCOG Executive Committee meeting as the Alternate for Council Member Tessari where the Committee discussed "what is WRCOG?" and its benefits to the region. 11.4 Riverside Transit Agency Council Member Plott stated that he will be attending the T -Now chapter meeting with RTA tomorrow and that the Board will be meeting at the end of the month, 11.5 Northwest Mosquito and Vector Control District Council Member Tessari stated the Northwest Mosquito and Vector Control District's General Manager Major Dillon will be departing the District and Bill Van Dyke will be assuming the General Manager position. He stated the District is looking to implement drone technology for vector control. 11.6 Riverside County Transportation Commission Council Member Lorimore stated the Commission met this morning and approved $126 million of funding for the 60 freeway. 11.7 Western Riverside County Regional Conservation Authority Council Member Yow was not present at the last Board meeting. 11.8 JCSD Parks Commission Council Member P1ott stated the Parks Commission is no)A meeting quarterly with the first meetin.- in February. 11.9 Western Communih, F.nerf-y Mayor Digby stated the Western Community Energy Board met this morning to review and adopt the conflict of interest code. 11.10 Finance Committee There was no update Provided. 12.
