CALL TO ORDER The regular meeting of the Eastvale City Council was called to order at 6:54 p.m. by Mayor Rigby. 2. ROLL CALL/INVOCATION/PLEDGE OF ALLEGIANCE Present: Mayor Todd Rigby Mayor Pro Tem Brandon Plott Council Member Clint Lorimore Council Member Jocelyn Yow Absent: Council Member Joseph Tessari Also present were: City Manager Bryan Jones City Attorney Erica Vega Acting Assistant City Clerk Stephanie Vasquez Police Chief Tim Martin Battalion Chief Richard Tovar Contract Planning Director Eric Norris Public Information Officer Olivia Applegate INVOCATION Former Public Safety Commissioner Christian DaCosta offered the invocation. PLEDGE OF ALLEGIANCE Girl Scout Troop 2026 led the assembly in the Pledge of Allegiance to our Flag. 3. ADDITIONS/REVISIONS There were no additions/revisions to the agenda. 4. PRESENTATIONS/ANNOUNCEMENTS 4.1 Recognition of Former Public Safety Commissioner Christian DaCosta Mayor Rigby and the City Council recognized former Public Safety Commissioner Christian DaCosta for his commitment to the Public Safety Commission and wished him continued success. 4.2 Jurupa-Area Recreation and Park District Presentation Colby Diuguid, General Manager of Jurupa Area Recreation and Park District provided a PowerPoint presentation with improvements they have made to their parks and plans for their community recreation center. 4.2 Eastvale Public Library Update by Branch Manager Felicia Chien Felicia Chien, Branch Manager of the Eastvale Public Library, provided an update on library events. 5. STUDENT LIAISON REPORT Bryan Medina, Student Liaison, was not present for the meeting. 6. PUBLIC COMMENTS Mayor Rigby opened the Public Comments portion of the meeting. Keith White, Eastvale resident, requested that the council and staff take into consideration public transportation accessibility when selecting the location for the new City Hall. Ray Hernandez, Eastvale resident, addressed concerns regarding the homelessness and police response time after call was made. Eddie Torres, Field Representative for Assembly Member Sabrina Cervantes, provided an update on Assembly District 60 events and legislation the Assemblywoman is supporting. Mayor Rigby closed the Public Comments portion of the meeting. 7. CONSENT CALENDAR 7.1 Waive Reading of Standard Ordinances and Resolutions On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to waive the reading of the text of all standard ordinances and resolutions included in the agenda except as specifically required by the Government Code. 7.2 City Council Meeting Minutes On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to approve the minutes of the regular meeting held on Wednesday, January 23, 2019. 7.3 Warrant Register On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to approve the payment of warrants as submitted by the Finance Department. 7.4 Eastvale Connection On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to receive and file the Eastvale Connection. 7.5 Communications Monthly Summary On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously receive and file the Communications Monthly Summary. 7.6 Eastvale Crime Statistics — December 2018 On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to receive and file the Eastvale Crime Statistics for December 2018. 7.7 Public Works Department Update On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to receive and file the Public Works Department Update. 7.8 Planning Department Update On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously receive and file the Planning Department Update. 7.9 Adopt Ordinance No. 2019-02 — Amending Title 6 Chapter 6.76 (Roadside and Sidewalk Vending) of the Eastvale Municipal Code to be Consistent with SB 946 Related to Local Regulation of Street Vendors (Second Reading) On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to adopt an ordinance entitled: Ordinance No. 2019-02 — Amending Title 6 Chapter 6.76 (Roadside and Sidewalk Vending) of the Eastvale Municipal Code to be Consistent with SB 946 Related to Local Regulation of Street Vendors. 7.10 Sidewalk Vendor Schedule of Fees Resolution On motion of Council Member Lorimore and second by Mayor Pro Tem Plott, the Council voted unanimously to adopt Resolution No. 19-07, Establishing Sidewalk Vendor Permit Fees. 8. CITY COUNCIL BUSINESS 9.1 Urban3 Presentation City Manager Jones introduced Joseph Minicozzi of Urban3 who provided a PowerPoint presentation on the services his company provides for the ability to promote development patterns that secure a community's fiscal condition and enforcing a stronger sense of place. Minicozzi answered related questions. Mayor Rigby opened the public comments portion of the item. Hearing no response. Mayor Rigby closed the public comments portion of the item. There was a consensus amongst the City Council to receive and file the Urban3 Presentation. 10. CITY MANAGER REPORT/CITY STAFF REPORT City Manager Jones provided an update on City projects and events. 11. CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS 11.1 League of California Cities - Public Safety Committee (Tessari) - Community Services Committee (Rigby) Council Member Lorimore attended the State Board of Directors Meeting in Grass Valley. Governor Newsom talked to the room about focusing on housing. Mayor Rigby and Council Member Lorimore stated they will not be attending the General League of California Meeting in Desert Hot Springs in March. 11.2 Southern California Association of Governments Council Member Lorimore encouraged Council Members to register for the Annual Conference to get the early bird price. 11.3 Western Riverside Council of Governments There was no update provided. 11.4 Riverside Transit Agency There was no update provided. 11.5 Northwest Mosquito and Vector Control District There was no update provided. 11.6 Riverside County Transportation Commission There was no update provided. 11.7 Western Riverside County Regional Conservation Authority There was no update provided. 11.8 JCSD Parks Commission Mayor Rigby attended the quarterly mectim, and the main topic of discussion that their vender ordinance matches ours. 11.9 Western Comnvunity Energy There was no update provided: 11.10 I"inance Comtnittee There was no update provided. Mayor Rigby thanked staff" for helping put on the business round table. He provided an Update on the meeting with Congressman Calvert and encouraged residents to send letters to the United States Postal Services and let them know it is a safety concern. 12.
