03-13-2019 Regularf MINUTES CITY OF EASTVALE City Council Regular Meeting Wednesday, March 13, 2019 6:30 P.M. Eastvale City Council Chambers 12363 Limonite Avenue, Suite 900 Eastvale, CA 91752 1. CALL TO ORDER The regular meeting of the Eastvale City Council was called to order at 6:54 p.m. by Mayor Rigby. 2. ROLL CALLANVOCATION/PLEDGE OF ALLEGIANCE Present: Mayor Todd Rigby Mayor Pro Tem Brandon Plott Council Member Joseph Tessari Council Member Clint Lorimore Council Member Jocelyn Yow Absent: None Also present were: City Manager Bryan Jones Acting Assistant City Clerk Stephanie Vasquez Police Chief Tim Martin Battalion Chief Richard Tovar City Attorney Erica Vega Finance Director/City Treasurer Ernie Reyna Battalion Chief Jeff Veik INVOCATION Pastor Ken Castro from Calvary Chapel Eastvale offered the invocation. PLEDGE OF ALLEGIANCE Council Member Yow led the assembly in the Pledge of Allegiance to our Flag. 3. ADDITIONS/REVISIONS There were no additions/revisions to the agenda. 4. PRESENTATIONS/ANNOUNCEMENTS 4.1 Recognition of Former Public Safety Commissioner Sean Parilla and Former Planning Commissioner Howard Feng Mayor Rigby and the City Council recognized former Public Safety Commissioner Sean Parilla for his commitment to the Public Safety Commission and wished him continued success. Mayor Rigby and the City Council recognized former Planning Commissioner Howard Feng for his commitment to the Planning Commission. Mr. Feng was not present for the meeting. 4.2 Recognition of CNUSD Teacher/Classified Staff of the Year Mayor Rigby and the City Council recognized the Corona Norco Unified School District Teacher and Classified Staff of the Year they thanked them for their hard work. 4.3 Introduction of Community Development Director Gina Gibson -Williams City Manager Jones introduced Community Development Director Gina Gibson - Williams and provided a brief background on her experience. Ms. Gibson -Williams stated she was looking forward to working with the Council. 4.4 Western Community Energy Presentation by WRCOG Tyler Masters, WRCOG Program Manager, presented a PowerPoint presentation on Western Community Energy and answered related questions. 5. STUDENT LIAISON REPORT Bryan Medina, Student Liaison, was not present for the meeting. 6. PUBLIC COMMENTS Mayor Rigby opened the Public Comments portion of the meeting. Wojciech Ziarnik, Eastvale resident, addressed his concern on the chemicals being used for mosquito control and the harm to the bee population. Jorge Caamal, Eastvale resident, addressed his concern with the regulations on personal bee keeping in his yard and his reason to having a bee hive. Mayor Rigby closed the Public Comments portion of the meeting. 7. CONSENT CALENDAR 7.1 Waive Reading of Standard Ordinances and Resolutions On motion of Council Member Yow and second by Council Member Lorimore, the Council voted unanimously to waive the reading of the text of all standard ordinances and resolutions included in the agenda except as specifically required by the f Government Code. 7.2 City Council Meeting Minutes On motion of Council Member Yow and second by Council Member Lorimore, the Council voted unanimously to approve the minutes of the regular meeting held on Wednesday, January 23, 2019. 7.3 Eastvale Connection On motion of Council Member Yow and second by Council Member Lorimore, the Council voted unanimously to receive and file the Eastvale Connection. 8. PUBLIC HEARINGS No items. 9. CITY COUNCIL BUSINESS Continued item 4.1 from March 13, 2019 Special Meeting. 4. CITY COUNCIL BUSINESS 4.1 Budget Session #2 — Goal Setting Session — Public Safety Finance Director/Treasurer Reyna reintroduced the Study Session item for law enforcement options. Mayor Pro Tem Plott requested clarification on the overlapping services with our Police Department and current contract with Riverside County Sheriffs. Mr. Plott also wanted to know what the funds balance would look like. City Manager Jones provided clarification on the possibility of overlapping services if needed. Finance Director/Treasurer Reyna provided an update that startup cost could be reduced. Mayor Rigby would like for staff to look at surrounding cities and what they have done with their sales tax. He also asked for contract winddown. City Manager Jones let him know that the contract states we need to provide a 12 month notice and would have our attorney confirm the termination period. There was a consensus to have staff do more community outreach and bring back to council. 9.1 Ordinance Prohibiting Parking, Standing or Stopping of Commercial Vehicles on Public Streets or Highways within the City City Attorney Vega presented the staff report and answered related questions. Minutes Eastvale City Council Meeting March 13, 2019 Page - 3 J On motion of Council Member Tessari and seconded by Council Member Lorimore, the Council voted unanimously to introduce Ordinance No. 19-03 entitled, "An Ordinance of The City Council of The City of Eastvale Amending Title 10 Chapter 10.20 (Commercial Vehicles) Of the Eastvale Municipal Code Prohibiting the Parking, Standing or Stopping of Commercial Vehicles." 9.2 City Council Direction on Initiating a General Plan Amendment to Remove the Future Schleisman Road Interchange from the Circulation Policy Map City Manager Jones presented the staff report and answered related questions. Mayor Rigby opened the public comments portion of the item. Hearing no response. Mayor Rigby closed the public comments portion of the item. On motion of Council Member Yow and second by Council Member Tessari, the Council voted to approve initiating a General Plan Amendment to remove the future Schleisman Road interchange from the circulation policy map. Council Member Lorimore voted against approving the item. 10. CITY MANAGER REPORT/CITY STAFF REPORT City Manager Jones provided an update on City projects and events. 11. CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS 11.1 League of California Cities - Public Safety Committee (Tessari) - Community Services Committee (Rigby) Council Member Lorimore did not attend the regional meeting but he provided his report. 11.2 Southern California Association of Governments Council Member Lorimore attended the meeting and there was discussion of preparation for transportation plan. 11.3 Western Riverside Council of Governments There was no update provided. 11.4 Riverside Transit Agency There was no update provided. 11.5 Northwest Mosquito and Vector Control District There was no update provided. 11.6 Riverside County Transportation Commission Council Member Lorirnore provided an update on the removal of eallboxes on the freeway. 11.7 Western Riverside County Regional Conservation Authority There was no Update provided. 11.8 JCSD Parks Commission Council Member Yow would like to remind everyone to stay on hike paths. 11.9 Western Community Energy There was no update provided. 11.10 Finance Committee There was no update provided.
