04-10-2019MINUTES CITY OF EASTVALE City Council Regular Meeting Wednesday, April 10, 2019 6:30 P.M. Eastvale City Council Chambers 12363 Limonite Avenue, Suite 900 Eastvale, CA 91752 1. CALL TO ORDER The regular meeting of the Eastvale City Council was called to order at 6:32 p.m. by Mayor Rigby. 2. ROLL CALLANVOCATION/PLEDGE OF ALLEGIANCE Present: Mayor Todd Rigby Mayor Pro Tem Brandon Plott Council Member Joseph Tessari Council Member Clint Lorimore Council Member Jocelyn Yow Absent: None Also present were: City Manager Bryan Jones City Attorney Erica Vega Acting Assistant City Clerk Stephanie Vasquez Finance Director/City Treasurer Ernie Reyna Police Chief Tim Martin Battalion Chief Richard Tovar Community Development Director Gina Gibson -Williams INVOCATION Pastor Rob Norris of The Crossings offered the invocation. PLEDGE OF ALLEGIANCE Council Member Tessari led the assembly in the Pledge of Allegiance to our Flag. 3. ADDITIONS/REVISIONS Council Member Yow requested to reorder the agenda to move City Manager Report/City Staff Report and City Council Communications/Committee Reports before City Council Business. On motion of Council Member Yow and second by Council Member Tessari, the Council voted unanimously to reorganize the agenda. 4. PRESENTATIONS/ANNOUNCEMENTS 4.1 Proclamation to One Legacy - Donate Life Month Mayor Rigby and the City Council proclaimed April 2019 as DMV Donate Life California Month and presented Allen Jolley from One Legacy with a certificate. 5. STUDENT LIAISON REPORT Student Liaison, Bryan Medina provided an update on Eastvale schools. 6. PUBLIC COMMENTS Eastvale resident, Thomas Rife provided an update on street cleanup location and dates and encouraged everyone to follow the Eastvale Service Club on Facebook for updates. Eastvale resident, Bill VanLeeuen requested tree maintenance to City owned property on Citrus and requested a stop sign. He would like to have his property returned to the County's general plan. 7. CONSENT CALENDAR 7.1 Waive Reading of Standard Ordinances and Resolutions On motion of Council Member Tessari and second by Council Member Lorimore, the Council voted unanimously to waive the reading of the text of all standard ordinances and resolutions included in the agenda except as specifically required by the Government Code. 7.2 City Council Meeting Minutes On motion of Council Member Tessari and second by Council Member Lorimore, the Council voted unanimously to approve the minutes of the special meeting and regular meeting held on Wednesday, March 13, 2019. 7.3 Eastvale Connection On motion of Council Member Tessari and second by Council Member Lorimore, the Council voted unanimously to receive and file the Eastvale Connection. 7.4 Approval of Parcel Map No. 37416 — Campus Southwest Corner of Archibald Avenue and Providence Way On motion of Council Member Tessari and second by Council Member Lorimore, Adopt Resolution No. 19-14, Approving Parcel Map No. 37416. 7.5 Housing Element Annual Progress Report for 2018 On motion of Council Member Tessari and second by Council Member Lorimore, Receive information of the 2018 Housing Element Annual Progress Report. 8. PUBLIC HEARINGS No Items. Council Member Yow recused herself for the remainder of the meeting. 9. CITY COUNCIL BUSINESS 9.1 AB 1234 Ethics Training City Attorney Vega presented the item and answered related questions. There was a consensus to receive ethics training, complete certificates of attendance, and remit to City Clerk's Office. 10. CITY MANAGER REPORT/CITY STAFF REPORT City Manager Jones provided an update on City projects and events. 11. CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS 11.1 League of California Cities - Public Safety Committee (Tessari) Council Member Tessari attended the meeting and they voted on recommendations: To support A13266. To oppose A13296. To support S13230, however Council Member Tessari is opposed. - Community Services Committee (Rigby) Council Member Lorimore attended the April 8'h Executive Committee Meeting and a new regional representative was selected. He notified everyone that there is a Legislative Webinar on April I I 1 and Legislative action day on April 24`h 11.2 Southern California Association of Governments Council Member Lorimore attended the meeting and they appointed a new Executive Director. 11.3 Western Riverside Council of Governments Council Member Tessari attended the meeting and they approved to allow refinancing on commercial PACE projects and to allow 30 -year term for projects that have met certain conditions. They approved TUMF 2019 Central Zone Transportation Improvement Program (TIP). 11.4 Riverside Transit Agency Mayor Pro Tern Plott attended the meeting and they looked at how to get the message to residents on how to use the transportation. 11.5 Northwest Mosquito and Vector Control District There was no update provided. 11.6 Riverside County Transportation Commission Minutes Eastvale City Council Meeting April 10, 2019 Page - 3 Council Member Lorimore attended the meeting and there was discussion on the freeway call hoxcs and they determined thenumber of calls to each box and approval for reduction of call boxes. AB626 was discussed and voted to oppose unless it is amended. 11.7 Western Riverside County Regional Conservation Authority Council Member Yow attended the meeting and shared the species of the month was a bobcat. 11.5 JCSD Parks Commission There was no update provided. 11.9 Western Community Energy Mayor Rigby attended the meeting and they diSCUssed the marketing plan. 11.10 Finance Committee There was no update provided. Council Member Tessari expressed it is f uslrating on the level of legislation being pushed through and not given enou-lr time to implement. He encouraged everyone to contact their Assembly person and encourage them to slowdown. Council Member Yew announced that she would be leaving before the Ethics training since she had already attended the paining on February 1, 2019, Mayor Pro Tem Plott sat in on the President's Advisory Board at .Norco College and they are working on Military Articulation Program (MAP) that will allow those who have seined in the military and allowing them to get college credit for their certifications: Mayor Rigby attended the league policy mectingand there was discussion on senior housing. He will be participating the-MKSK and there is a Cops and Clergy Meeting CNUSD Awards Ceremony on April 25"i. Mayor Rigby added two ad hoc committees. Art Mural Committee and Civic Center Committee. There is a need for a point of contact for powerline locations. Council Members Tessari and Lorimore were assigned to the Art Mural Committee. Council Members Tessari and Yew were assigned to the Civic Center Committee. Mayor Pro Tem Pion and Mayor Rigby will be the point of contacts for both committies. 12.
