1. CALL TO ORDER
The regular meeting of the Eastvale City Council was called to order at 5:03 p.m. by Mayor Plott.
2. ROLL CALL
Present: Councilmembers Lorimore (via GoToWebinar), Rigby, Mayor Pro Tem Yow (via
GoToWebinar), and Mayor Plott
Absent:
City Staff
Present: City Manager Jones, City Attorney Vega, and City Clerk/Communications Director
Donohue were present at Roll Call. Other staff members were present and
responded to questions.

At the conclusion of closed session, City Attorney Vega stated that there was no
reportable action.

At the conclusion of closed session, City Attorney Vega stated that they will continue

8.1 Riverside County Animal Control Presentation of an Adoptable Pet
Dane Ericson, Officer at Riverside County Animal Services, made a presentation.
8.2 Eastvale Public Library Update
An update was provided.
8.3 Red Ribbon Week Proclamation
Mayor Plott presented a Proclamation to Corona -Norco Unified School District
representatives.
8.4 Domestic Violence Awareness Month Proclamation
Mayor Plott presented a Proclamation.
8.5 City Staff Recognitions
The Community Development Department was recognized.

11. CONSENT CALENDAR
On motion of Councilmember Lorimore and second by Councilmember Rigby, the City
Council voted unanimously to approve Consent Calendar Items 11.1-11.7.

11.1 City Council Meeting Minutes
The City Council approved the City Council meeting minutes from the regular
meeting on October 14, 2020 and the special meeting on October 19, 2020.
11.2 Warrant Register
The City Council approved the payment of warrants as submitted by the Finance
Department.
11.3 Communications Monthly Summary
The City Council received and filed the Communications Monthly Summary.
11.4 Planning Department Update
The City Council received and filed the Planning Department Update.
11.5 Public Works Department Update
The City Council received and filed the Public Works Department Update.
11.6 Crime Statistics—August 2020
The City Council received and filed the Eastvale Crime Statistics for August 2020.
11.7 Contract Extension for Renne Public Policy Group (RPPG)
The City Council approved the contract extension with Renne Public Policy Group
and authorized the City Manager to execute the contract.

11.8 Systemic Safety Analysis Reporting Program (SSARP) Update
Mayor Plott opened the public comment period.

City Engineer Chung summarized the staff report and answered related questions.
On motion of Councilmember Lorimoreand second by Mayor Pro Tem Yow, the City

Council voted to receive and file the Systemic Safety Analysis Report.
12. PUBLIC HEARINGS — None
13. CITY COUNCIL BUSINESS
13.1 Residential and Commercial Solid Waste Franchise Agreement
City Manager Jones and R3 Consulting Group provided a presentation and
responded to City Council inquiries.
Mayor Plott opened the public comment period.

The City Council discussed the item and staff answered related questions.
On motion of Councilmember Rigby and second by Mayor Pro Tem Yow, the City
Council voted to authorize the City Manager to sign and execute a new, 20 -year
franchise agreement with Waste Management (WM) for Residential and
Commercial Garbage, Recyclable Materials, and Disposal Services, effective January
1, 2021 and commencing July 1, 2022, substantially in the form provided, and
authorize the City Manager and City Attorney to approve minor and non -substantive
edits to the franchise agreement prior to execution.
13.2 Eastvale 2040 General Plan Update
Community Development Director provided a presentation and responded to City
Council inquiries.
Mayor Plott opened the public comment period. With no one desiring to speak on
this item, Mayor Plott closed the public comment period.
The City Council discussed the item and staff answered related questions.
There was a consensus to receive and file the presentation.

13.3 COVID-19 Update/60-Day Emergency Declaration Review
City ManagerJones provided a presentation and responded to CityCouncil inquiries.
Mayor Plott opened the public comment period. With no one desiring to speak on
this item, Mayor Plott closed the public comment period.
The City Council discussed the item and staff answered related questions.
On motion of Councilmember Lorimore and second by Councilmember Rigby, the
City Council voted to confirm the need for continuing the local declaration of
emergency.

City Manager Jones provided an update on upcoming City events.

November 18, 2020 at 6:30 p.m.
