AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EASTVALE,
CALIFORNIA, AMENDING CHAPTERS 18.04, 18.08, 18.12, 18.16, AND
18.20 OF THE EASTVALE MUNICIPAL CODE RELATING TO ANIMAL
REGULATIONS
WHEREAS, the City of Eastvale contracts with Riverside County for animal control
services; and
WHEREAS, on January 13, 2021, the City and the County approved a new contract for
animal control services that requires the City to adopt the current verbatim language of County
Ordinances 534, 560, 630, 716, 771 and 878 ("Animal Control Ordinances") and to amend the
Eastvale Municipal Code whenever the County amends its Animal Control Ordinance; and
WHEREAS, the County Animal Control Ordinances were previously adopted by the City
by Ordinance No. 2011-04 and codified in Title 18 (Animals) of the Eastvale Municipal Code,
however, there have been several amendments to the County Animal Control Ordinances since
Ordinance No. 2011-04 was adopted that must be incorporated into Title 18.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EASTVALE DOES ORDAIN AS
FOLLOWS:
SECTION 1. Chapters 18.04, 18.08, 18.12, 18.16 and 18.20 of Title 18 (Animals) of the
Eastvale Municipal Code are hereby amended and restated in their entirety to read as shown in
Exhibit A hereto.
SECTION 2. If any section, subsection, subdivision, sentence, clause, phrase, or portion
of this Ordinance is, for any reason, held to be invalid or unconstitutional by the decision of any
court of competent jurisdiction, such decision shall not affect the validity of the remaining
portions of this Ordinance. The City Council hereby declares that it would have adopted this
Ordinance, and each section, subsection, subdivision, sentence, clause, phrase, or portion
thereof, irrespective of the fact that any one or more sections, subsections, subdivisions,
sentences, clauses, phrases, or portions thereof be declared invalid or unconstitutional.
SECTION 3. This Ordinance shall take effect thirty (30) days from its passage by the City
Council.
SECTION 4. The City Clerk is authorized and directed to cause this Ordinance to be
published within fifteen (15) days after its passage in a newspaper of general circulation and
circulated within the City in accordance with Government Code Section 36933(a) or, to cause
this Ordinance to be published in the manner required by law using the alternative summary
and posting procedure authorized under Government Code Section 36933(c).
