1. CALL TO ORDER
The special meeting of the Eastvale City Council was called to order at 6:30 p.m. by Mayor Yow.
2. ROLL CALL
Present: Councilmembers Dinco, Rigby, Mayor Pro Tern Lorimore, and Mayor Yow.
Absent:
City Staff
Present: City Manager Jones, City Attorney Vega, and City Clerk/Communications Director
Donohue were present at Roll Call. Other staff members were present and
responded to questions.

4. CLOSED SESSION ITEM(S) — None
There was a consensus to add the Pledge of Allegiance to the agenda.
Mayor Pro Tern Lorimore led the Pledge of Allegiance.

6. CITY COUNCIL BUSINESS
6.1 Process for Filling City Council Vacancy
City Attorney Vega summarized the staff report and answered related questions.

• Mindy Hyman-Mansaray, Eastvale Resident
On motion of Councilmember Dinco and second by Councilmember Rigby, the City
Council voted to appoint Brandon Plott to fill the District 5 Council seat until the
results of the November 8, 2022 election are certified. The motion failed on a 2-2
vote. Mayor Pro Tern Lorimore and Mayor Yow voted in opposition.
On motion of Mayor Pro Tern Lorimore and second by Councilmember Dinco, the
City Council voted to direct City staff to open up an application period, ending June
16, 2021 at 5:30 p.m., for persons interested in being appointed to fill the District 5
Council seat until the November 8, 2022 election results are certified. The Council
would conduct the interview process/and or appointment process at the City
Council meeting on June 23, 2021. Mayor Yow voted in opposition.
There was a consensus to add an Invocation to the agenda.
Councilmember Rigby offered the invocation.
ADJOURNMENT — Mayor Yow adjourned the regular meeting at 7:49 p.m. in memory of Don
Galleano. The next regular meeting of the Eastvale City Council is scheduled for Wednesday, June
9, 2021 at 6:30 p.m. A , , - 2
