Eastvale City Council Chambers 12363 Limonite Avenue, Suite 900 Eastvale, CA 91752 1. CALL TO ORDER The regular meeting of the Eastvale City Council was called to order at 6:32 p.m. by Mayor Yow. 2. ROLL CALL Present: Councilmembers Dinco, Plott, Rigby, Mayor Pro Tem Lorimore, and Mayor Yow. Absent: City Staff Present: City Manager Jones, City Attorney Vega, and City Clerk/Communications Director Donohue were present at Roll Call. Other staff members were present and responded to questions. 3. CLOSED SESSION PUBLIC COMMENT — None 4. CLOSED SESSION ITEM(S) — None IillWelf-Av&111 Councilmember Rigby offered the invocation. 6. PLEDGE OF ALLEGIANCE Mayor Pro Tem Lorimore led the Pledge of Allegiance. 7. ADDITIONS/REVISIONS — None 8. PUBLIC HEARINGS 8.1 Public Hearing Continuance for Redrawing of City Councilmember District Boundaries City Clerk/Communications Director Donohue requested to continue the public hearing to the next meeting on December 8, 2021. On motion of Mayor Pro Tem Lorimore and second by Councilmember Rigby, the City Council voted unanimously to continue the public hearing to the December 8, 2021 City Council meeting at 7:30 p.m. 9. PRESENTATIONS/ANNOUNCEMENTS 9.1 Riverside County Animal Control Presentation of an Adoptable Pet An adoptable pet was not presented. 9.2 Small Business Saturday Proclamation The Small Business Saturday Proclamation was presented to the Eastvale Chamber of Commerce. Councilmember Dinco entered the meeting at 6:45 p.m. 9.3 Recognitions of Volunteer Groups at Eek!Vale The Chinese American Volunteers Association, the ERHS Key Club, the Eastvale Chinese American Association, and the Youth Council were recognized for volunteering at the Eek!Vale event. 10. AGENCY PARTNER UPDATES 10.1 Eastvale Library Update Felicia Chien, Branch Manager at Eastvale Public Library, provided an update. 11. PUBLIC COMMENTS — None 12. CONSENT CALENDAR On motion of Mayor Pro Tem Lorimore and second by Councilmember Plott, the City Council voted unanimously to approve the Consent Calendar. 12.1 City Council Meeting Minutes The City Council approved the City Council meeting minutes from the regular meeting on October 27, 2021 and the special joint meeting on November 1, 2021. 12.2 Planning Department Update The City Council received and filed the Planning Department Update. Eastvale City Council Meeting Minutes November 10, 2021 Page - 2 12.3 Public Works Department Update The City Council received and filed the Public Works Department Update. 12.4 City of Eastvale Crime Statistics — September 2021 The City Council received and filed the Eastvale Crime Statistics for September 2021. 12.5 Award of Professional Services Agreement to Kimley-Horn for the Traffic Signal Dilemma Zone Detection and Mitigation Project The City Council: 1. Approved a Professional Services Agreement with Kimley-Horn in the amount of $97,806.40 for the design of Traffic Signal Dilemma Zone Detection and Mitigation Project; and 2. Authorized the City Manager to execute all necessary documents. 12.6 Reimbursement Agreement between the Corona Norco Unified School District and the City of Eastvale for Streetlight Electricity Costs The City Council: 1. Approved the Reimbursement Agreement between the Corona Norco Unified School District and the City of Eastvale for streetlight electricity costs that are currently being paid by the School District for streetlights on or adjacent to their school campuses to Southern California Edison (SCE); and 2. Authorized the City Manager or his designee to execute all necessary documents including the Agreement and take any actions necessary to implement the Agreement. 12.7 PLN21-20059 — Second Reading of an Ordinance to Establish Development Agreement Procedures The City Council adopted an ordinance adding Chapter 120.09 to the Eastvale Municipal Code, establishing Development Agreement Procedures. 12.8 Consideration of Uncollectible Accounts Receivable Write -Off The City Council approved the write-off of uncollectible accounts receivable. 13. CITY COUNCIL BUSINESS 13.1 Civic Center Site Selection Eastvale City Council Meeting Minutes November 10, 2021 Page - 3 City Manager Jones provided a verbal presentation and answered related questions. Mayor Yow opened the public comment period. With no one desiring to speak on this item, Mayor Yow closed the public comment period. The City Council discussed the item and provided feedback. On motion of Councilmember Plott and second by Mayor Pro Tem Lorimore, the City Council voted unanimously to: 1. Designate the Leal property as the future Civic Center Site location for a Public Library/Community Center, City Hall, Police Station and 3rd Fire Station; and 2. Authorize the City Manager to negotiate with the Leal Master Plan Developers to acquire land via a Development Agreement for Public Library/Community Center, City Hall, and 3rd Fire Station. 13.2 Award Griffin Structures as the Owner's Representatives/Program Managers and LPA as the Bridging Architect for the Civic Center Project Representatives from Griffin Structures provided a presentation and answered related questions. Mayor Yow opened the public comment period. With no one desiring to speak on this item, Mayor Yow closed the public comment period. The City Council discussed the item and provided feedback. On motion of Councilmember Dinco and second by Councilmember Rigby, the City Council voted unanimously to: 1. Authorize the City Manager to execute and agreement with Griffin Structures to serve as the Owner Representative/Program Manager and LPA as the Bridging Architect, for the Civic Center Project which will include Library/Community Center, City Hall, Police Station and Fire Station, in the amount of $4,580,000 ; and 2. Approve Budget Resolution 21-46, Amending the 2021-22 Fiscal Year Budget by $210,000 for the Civic Center Project. Mayor Yow called for a recess at 8:13 p.m. The City Council reconvened at 8:19 p.m. 13.3 Amend Section 12.08.260 of Title 12 to the Eastvale Municipal Code to Update the Pavement Restoration Requirement on Moratorium Streets Eastvale City Council Meeting Minutes November 10, 2021 Page - 4 Community Development Director Gibson -Williams summarized the staff report and answered related questions. On motion of Councilmember Dinco and second by Councilmember Rigby, the City Council voted unanimously to introduce, read by title and waive further reading of and ordinance entitled: An Ordinance of the City Council of the City of Eastvale, California, Amending Section 12.08.260 of the Eastvale Municipal Code establishing restoration requirements for excavations in Moratorium Streets. 13.4 Three -Year Professional Services Agreement, with Two One -Year Extension Options, with HdL for Business Registration and Transient Occupancy Tax Services Finance Director/City Treasurer Wells provided a PowerPoint presentation and answered related questions. Mayor Yow opened the public comment period. With no one desiring to speak on this item, Mayor Yow closed the public comment period. On motion of Mayor Pro Tem Lorimore and second by Councilmember Plott, the City Council voted unanimously to: 1. Approve Three -Year Professional Services Agreement, with two on -year extension options, with HdL and Associates; and 2. Approve and Adopt Resolution No. 21-47 Amending the 2021-22 Authorized Budgeted Position List Effective November 10, 2021; and 3. Authorize the City Manager to execute all necessary documents. 14.
