1. CALL TO ORDER
The regular meeting of the Eastvale City Council was called to order at 6:30 p.m. by Mayor Pro Tern
Rigby.
2. ROLL CALL
Present: Councilmembers Dinco, Plott, Yow, Mayor Pro Tern Rigby, and Mayor Lorimore (via
GoToWebinar).
Absent:
City Staff
Present: City Clerk Communications Director Donohue, City Attorney Vega, and Assistant City
Clerk Cooper were present at Roll Call. Other staff members were present.

8.1 Recognition of Jacob Kern
Mayor Pro Tern Rigby presented a certificate to Jacob Kern.

The Black History Month Proclamation was presented to Safari Kay Trotman.

11. CONSENT CALENDAR
On motion of Councilmember Plott and second by Councilmember Dinco, the City Council
voted unanimously to approve Consent Calendar Items 11.1 — 11.4.
11.1 City Council Meeting Minutes
The City Council approved the City Council meeting minutes from the regular
meeting on January 26, 2022.
11.2 Purchase of Police Motorcycle
The City Council:
1. Approved a purchase order for BMW Motorcycle of Riverside in the amount of
$32,500 for one 2022 BMW R 1250 RT-P motorcycle for the Police Department;
and
2. Approve and Adopt Resolution 22-10 Amending the 2021-22 Fiscal Year Budget
for the Purchase of One Police Motorcycle; and
3. Authorized the Acting City Manager to execute any agreements and purchase
orders.
11.3 Second Reading of an Ordinance for Specific Regulations for Organics Waste
Disposal Reduction, Recycling, and Solid Waste Collection
The City Council adopted Ordinance 22-02, relating to solid waste handling, organics
recycling, and edible food recovery.
11.4 Release and Settlement Agreements for CaIPERS Arrears Contributions
The City Council approved the Release and Settlement Agreements with SAFEbuilt,
LLC (dba Interwest Consulting Group) and Michael Baker International, Inc. and
authorized the City Manager to execute the agreements.

12. PUBLIC HEARINGS
12.1 Redrawing of City Councilmember District Boundaries
Mal Richardson, Best Best & Krieger LLP, presented a PowerPoint presentation and
answered related questions.
The following individual(s) provided public comment:
• Michael O'Connor, Eastvale Resident
• Victor Longoria, Eastvale Resident
The City Council conducted the public hearing, received public input on district
boundaries, and provided feedback regarding the proposed map options.
On motion of Councilmember Plott and seconded by Councilmember Dinco, the City
Council voted to:
1. Select map option Hv2 for adoption; and
2. Direct staff to bring back an Ordinance adopting new Council district boundaries,
subject to looking into creating a district with greater than 50% Latino CVAP.
Councilmember Yow voted in opposition.
13. CITY COUNCIL BUSINESS— None
ADJOURNMENT — Mayor Pro Tern Rigby adjourned the regular meeting at 7:45 p.m. The next
regular meeting of the Eastvale City Council is scheduled for Wednesday, February 23, 2022, at
6:30 p.m.
