1. CALL TO ORDER
The regular meeting of the Eastvale City Council was called to order at 5:30 p.m. by Mayor
Lorimore.
2. ROLL CALL
Present: Councilmembers Dinco, Plott, Yow, Mayor Pro Tern Rigby, and Mayor Lorimore
Absent: None
City Staff
Present: Interim City Manager Garcia, City Attorney Vega, and Assistant City Clerk Cooper
were present at Roll Call. Other staff members were present.

11. CONSENT CALENDAR
On motion of Councilmember Plott and second Councilmember Yow, the City Council voted
unanimously to approve the Consent Calendar.
11.1 City Council Meeting Minutes
The City Council approved the City Council meeting minutes from the special joint
meeting on September 22, 2022 and the regular meeting on October 12, 2022
11.2 Warrant Register: September 2022
The City Council approved the payment of warrants as submitted by the Finance
Department.
11.3 Treasurers Report: September 2022
The City Council received and filed the City Treasurer's Report.
11.4 Planning Department Update
The City Council received and filed the Planning Department Update.

The City Council received and filed the Public Works Department Update.
The City Council voted unanimously to receive and file the Eastvale Crime
Statistics for August 2022.
11.7 Second Amendment to Appendix #Ito the Amended and Restated PSA between
WRCOG, Yunex, and City of Eastvale for the WRCOG Streetlight Program
The City Council approved the second amendment to Appendix 1 to the Amended
and Restated Professional Services Agreement (PSA) an authorize the City
Manager to execute.
11.8 Authorize the City Manager to Execute the Supplemental Agreement for the
2022-2023 Community Development Block Grant Program Year
The City Council authorized the City Manager to execute the Supplemental
Agreement for the 2022-2023 Community Development
11.9 Acceptance of Right -of -Way Dedication at Hall Avenue for the Cabrera Properties
Located at 7690 Hall Avenue and 7688 Hall Avenue
The City Council adopted Resolution 22-61 accepting the dedication of right-of-
way at Hall Avenue (Cabrera Properties) for public roads and utilities.
11.10 Approve Task Order A-11 with JPW Communications for Economic Development
Marketing
The City Council authorized the City Manager to execute Task Order A-11 with JPW
Communications in an amount not -to -exceed $26,890.00 for website design and
maintenance services related to Downtown Eastvale.
11.11 Acceptance of California Automated Processing (CalAPP) Grant Award of up to
$60,000 towards Automating the City of Eastvale's Solar Permitting Process
The City Council approved the acceptance of the CaIAPP Grant in the amount of
$60,000.

The City Council approved the Professional Services Agreement with Onward
Engineering for Consulting Services in the Public Works Division in the amount of
$148,000 and authorize the City Manager to execute the agreements.
13. CITY COUNCIL BUSINESS
13.1 Interim Financial Report — Fiscal Year 2021-22, Quarter 4
Finance Director/City Treasurer Wells presented a PowerPoint presentation and
answered related questions.
Mayor Lorimore opened the public comment'period. With no one desiring to speak
on this item, Mayor Lorimore closed the public comment period.
The City Council received and filed the Interim Financial Report for Fiscal Year 2021-
22, Quarter 4 ending June 30, 2022.
13.3 Selection of Community Development Block Grant Projects for the 2023-2024
Program Year and Authorization to File Applications with the County of Riverside
Management Analyst Greven presented a PowerPoint presentation and answered
related questions.
Mayor Lorimore opened the public comment period. With no one desiring to speak
on this item, Mayor Lorimore closed the public comment period.
On motion of Mayor Lorimore and second by Councilmember Plott, the City Council
voted unanimously to not move forward with either application and to apply any
excess dollars to ADA projects throughout the City of Eastvale.
13.4 First Reading of Proposed Engine -Braking Prohibition Ordinance
Senior Management Analyst Fung presented a PowerPoint presentation and
answered related questions.
Mayor Lorimore opened the public comment period. With no one desiring to speak
on this item, Mayor Lorimore closed the public comment period.
On motion of Mayor Pro Tern Rigby and second by Councilmember Plott, the City
Council voted unanimously to introduce, read by title, and waive further reading of
the proposed Engine -Braking Prohibition ordinance.
