The regular meeting of the Eastvale City Council was called to order at 6:30 p.m. by Mayor Rigby.

Absent: Councilmember McMinn.

The City Council approved the payment of warrants as submitted by the Finance
Department.

Award of On -Call Agreement to CT&T Concrete Paving, Inc. for Concrete
Maintenance Services
The City Council:
1. Approved a three-year On -Call Agreement plus two, one-year renewal options
with CT&T Concrete Paving,, Inc. to provide Concrete Maintenance Services in
the amount not -to -exceed $200,000 per fiscal year; and
2. Authorized the City Manager to execute the necessary documents.
Annual and Five -Year Development Impact Fee Report as of June 30,, 2022
The City Council approved the Annual and Five -Year Development Impact Fees
Report as of June 30, 2022 and adopt the findings contained in Section 4 of the
Report.
11o8 Approval of Amendment No. 1 to the Transportation Uniform Mitigation Fee
(TUMF) Reimbursement Agreement with Western Riverside Council of
Governments (WRCOG) for the Limonite Gap Closure Project
The City Council authorized the City Manager to execute Amendment No. 1 to the
TUMF Reimbursement Agreement with WRCOG for the Planning, Engineering, and
Construction Phases of the Limonite Gap Closure Project in an amount not to
exceed $5,145,077.
11s9 Second Reading of -an Ordinance Amending Chapter 10.02 of Title 10 to the
Eastvale Municipal Code Establishing the Speed Limits on Certain Streets
The City Council adopted approved the second reading and adopted Ordinance 230M
13, amending Cha-pt-er-10.02 of Title 10 to the Eastvale Municipal Code Establishing
the Speed Limits on Certain Streets, and find that the adoption of said Ordinance is
exempt from review under the California Environmental Quality Act (CEQA)
pursuant to CEQA Guideline 15301 (Existing Facilities).
11.10 Approval of Payment for the Annual Permit Fees to State Water Resources
Control Board for Fiscal Year 2022/2023
The City Council approved payment to State Water Resources Control Board for
Fiscal Year 2022/2023 Annual Permit.

accompanying letters and reports for the fiscal year ended June 301 2022.

On motion of Councilmember Yow and second by Mayor Pro Tern Dinco, the City
Council voted unanimously to:
I. Award the Construction Contract to Elecnor Belco Electric, Inc., the lowest
responsive and responsible bidder, inaccord ince with unit bid prices in the
amount of $248,352 plus an 8% contingency of $20,151 for a total of $2681503s
and
2. Authorize the City Manager to execute all necessary documents including the
Notice of Completion.
1383 Two Year Professional Services Agreement Amendment with Urban Futures,, Inc.
for Financial Advisory Services
Finance Director/City Treasurer Wells introduced Branden Kfoury from Urban
Futures, Inc. He presented a PowerPoint presentation and answered related
questions.

On motion of Mayor Pro Tern Dinco and second by Councilmember Yow, the City
Council voted to:
1. Approve a Two -Year Professional Services Agreement Amendment with Urban
Futures, Inc. in an amount not -to -exceed $100,000; and
2. Authorize the City Manager to execute all necessary documents.
