AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF EASTVALE, CALIFORNIA, ADDING SECTION 2.04.060
TO THE EASTVALE MUNICIPAL CODE SETTING THE DATE FOR
THE GENERAL MUNICIPAL ELECTION ON THE DATE OF THE
STATEWIDE GENERAL ELECTION
THE CITY COUNCIL OF THE CITY OF EASTV ALE DOES ORDAIN
AS FOLLOWS:
SECTION 1. FINDINGS. The City Council fmds that
a. The City Council must set a future date for the first general municipal
election after incorporation to determine council members' terms of office
and set a date for adoption of a permanent appropriations limit; and
b. The City may choose an established election date for the municipal
election date pursuant to Elections Code Section 1 000; and
c. Such established elections dates include statewide elections dates, which
are June and November of even-numbered years; and
d. The Terms and Conditions oflncorporation set the date for the adoption of
the permanent appropriations limit at the first municipal election held
following the first full fiscal year of operation which would be in 2012;
and
e. Adoption of a statewide elections date lessens the cost of elections
because the cost is shared among more participants and should increase
the voter turnout.
£ Many other cities in Riverside County have adopted a November
statewide election date for council elections.
g. This date will set the council members' terms at 2 years for the two
council members who received the lowest number ofvotes and 4 years for
the three council members who received the highest number of votes.
SECTION 2. CODE REVISED. Section 2.04.060 is added to the Eastvale Municipal
Code to read as follows:
2.04.060 Municipal Election Date. The electors ofthe City shall elect council
members at the general municipal election held every two years on the date of
the statewide general election in November of even-numbered years. The
general municipal election shall be conducted in accordance with all applicable
procedural requirements of the Elections Code. As provided by the Elections
Code, the City also may adopt a resolution consolidating the general municipal
election with the County election.

SECTION 3. INTENTION TO SUPERSEDE COUNTY ORDINANCES. The
provisions of this Ordinance are intended to and do supersede any provisions of the
ordinances of the County of Riverside which cover the same matters as in this Ordinance
and which are in effect pursuant to Ordinance No. 2010-01 ofthe City.
SECTION 4. EFFECTIVE DATE. The City Clerk shall post a copy of this
Ordinance
as required by law and, upon its effective date, shall provide a copy to the Riverside
County Board of Supervisors for its approval. This Ordinance shall become effective
upon such approval by the Board of Supervisors.
