1. CALL TO ORDER — 6:30 p.m.
The regular meeting of the Eastvale City Council was called to order at 6:30 P.M. by Mayor Rigby.
2. ROLL CALL
Present: Councilmembers McMinn, Lorimore, Yow, Mayor Pro Tern Dinco, and Mayor Rigby.
Absent:
City Staff
Present: City Manager Orme, City Attorney Vega, and City Clerk/Communications Director Donohue
were present at Roll Call. Other staff members were present.

Councilmember Yow led the Pledge of Allegiance.

City Clerk/Communications Director Donohue stated that staff requested to pull items 11.8 and
11.9 from the consent calendar. On motion of Councilmember McMinn and seconded by
Councilmember Yow, the City Council voted unanimously to remove item 11.8 and 11.9 from the
agenda.
8. PRESENTATIONS/ANNOUNCEMENTS
8.1 Childhood Cancer Awareness Month Proclamation
Mayor Rigby presented Angelica Tapia from the Childhood Cancer Foundation of Southern
California with a Proclamation.
8.2 Hispanic Heritage Month Proclamation
Mayor Rigby presented Eddie Nunez from the HARENCIA Mariachi Academy with a
proclamation.

On motion of Councilmember Lorimore and seconded by Mayor Pro Tem Dinco, the
City Council voted unanimously to approve the Consent Calendar.

1. Determined compliance with the formal bidding process is not in the best interest
of the City and authorize City staff to utilize the informal competitive bidding
process for this purchase and upfitting; and
2. Authorized the City Manager to execute the necessary agreements and purchase
orders;
11.11 Approval of Task Order No. 2 with Albert A. Webb Associates for the Eastvale
Alternative Drainage Plan
The City Council:
1. Approved the Task Order No. 2 in the amount of $270,269 plus a 10% contingency
of $27,027 for a total amount of $297,296 with Albert A. Webb Associates (Webb)
for Design Services for the Eastvale Alternative Drainage Plan; and
2. Approved and Adopted a Resolution Amending the Capital Improvement Fiscal
Year 2023-24 Budget by $240,000 for the Eastvale Alternate Drainage Plan Master
Plan; and
3. Authorized the City Manager to execute all necessary documents.
11.12 Approval & Adoption of Amended 457 Deferred Compensation Plan
The City Council:
1. Approved the Adoption Agreement for Eligible Governmental 457 Plan; and
2. Adopted Resolution 23-46 Amending the 457 Deferred Compensation Plan; and
3. Authorized the City Manager to execute all necessary documents.

13.1 Business Incentive Loan Program Policy Revisions
Economic Development Manager Fung presented a PowerPoint presentation and
answered related questions.

The City Council reviewed and adopted the revised Business Incentive Loan Program
Policy.

13.3 Citywide Branding - Entryway Monument and Median Improvements
Public Works Director/City Engineer Chung presented a PowerPoint presentation and
answered all related questions.

The City Council received the presentation on the update to the Eastvale Entryway
Masterplan and provided feedback on the options for monument signs.
On motion by Mayor Pro Tern Dinco, seconded by Councilmember Yow, the City Council
voted to move forward with a design with city wide signage to remain with the same style
and type that we currently are using, and moving forward that the City Council adopt in
certain special locations to accept signage as presented with the staff recommended full
"EASTVALE" name with internal lighting.
