1. CALL TO ORDER
The regular meeting of the Eastvale City Council was called to order at 5:15 p:m. by Mayor Dinco.
2. ROLL CALL
Present: Councilmembers Lorimore, Rigby, Yow, Mayor Pro Tern McMinn, and Mayor Dinco.
Absent: None
City Staff
Present: City Manager Orme, City Attorney Vega, and City Clerk/ Communications Director Donohue
were present at Roll Call. Other staff members were present.

The City Council reconvened the meeting at 6:30 p.m. and there was consensus to
continue the closed session items at the end of the meeting.

8.1 Riverside County Arts & Culture Month Proclamation
A proclamation was presented to Principal Development Specialist Rebeckah Ross from
the Riverside County Library System.

An update from the Youth Council was provided.

9.1 Norco College Update
Norco College President Dr. Monica Green provided an update.

11. CONSENT CALENDAR
On motion of Councilmember Yow and second by Councilmember Lorimore, the City Council
voted to approve the Consent Calendar.
11.1 City Council Meeting Minutes
The City Council approved the City Council meeting minutes from the regular
meeting on February 28, 2024.
11.2 Approval of Task Order No. 4 with MSN Engineers, Inc. for Grant Writing Services
The City Council:
1. Approved Task Order No. 4 with MSN Engineers for Grant Writing Services in the
amount of $39,105 plus a 10% contingency for a total not -to -exceed amount of
$43,015; and
2. Authorized the City Manager to execute the Task Order with On -Call
Professional Services.

11.3 Planning Commission Appointment
The City Council approved Mayor Dinco's nomination of Trinidad Lomeli to the
Planning Commission.
11.4 New Eastvale City Hall Congressionally Directed Spending Funding Support Letter
The City Council approved a letter supporting the submittal of a FY 2024-2025 $S
million Congressionally Directed Spending Request for the new Eastvale City Hall.
11.5 Purchase of Three Pool Vehicles for City Staff and Patrol Volunteer Use
The City Council:
1. Approved the purchase and up -fitting of three Plug -In Hybrid Ford Escape
vehicles in a total amount not to exceed $165,000; and
2. Determined the compliance with the formal bidding process is not in the best
interest of the City and authorized City staff to utilize the informal competitive
bidding process for this purchase and up -fitting; and
3. Authorized the City Manager to execute the necessary agreements and
purchase orders.

19. EASTVALE COMMUNITY FOUNDATION BOARD CONSENT CALENDAR
19.1 Dissolution of the Eastvale Community Foundation
On motion of Vice -Chair McMinn and second by Trustee Rigby, the Eastvale Community
Foundation Board voted unanimously to dissolve the Eastvale Community Foundation,
authorized all Board members to execute any documents required to effectuate the
dissolution, and authorized the Executive Director and Secretary of the Foundation to take
all actions necessary to wind up the affairs of the Foundation and complete the dissolution
process. They also directed any assets of the Foundation remaining after dissolution to be
transferred to the City's General Fund.
20. ADJOURNMENT OF THE EASTVALE COMMUNITY FOUNDATION BOARD MEETING
Chair Dinco adjourned the board meeting.
